Introduction

The school rules and regulations aim to spell out clearly how students can exemplify the 4 core values of our school, namely; Mindset for Excellence, Integrity, Responsibility and Respect. We hope to teach students how to uphold certain standards of behaviour such that they will not exceed the boundaries of acceptable behaviour in school and society. Overall, the rules and regulations are designed to create a safe and secure environment for students to learn and teachers to carry out their duties.

 

Attire and grooming For Girls

The uniform and grooming of all girls must conform to the the pictures and description in this handbook.

  • Girls with long hair must tie it up neatly with black, dark blue or dark brown hair accessories, ensuring that the fringe does not touch the eyebrows or is pinned up at all times as shown here.
  • Girls with short hair must also keep the fringe from touching the eyebrows or pin it up as shown here.
  • Dyeing or highlighting of hair is not allowed.
  • Hair Extensions are not allowed.
  • The school management reserves the right to reject any new hairstyle it deems inappropriate for school.

School Shoes and Socks

SCHOOL RULES AND REGULATIONS

Mindset for Excellence

  • Students are to be attentive, cooperative and diligent. – e.g. there must be no sleeping or disruptive behaviour.
  • Students are to complete and hand in all assignments punctually.
  • Students are to be good ambassadors of the school at all times.
  • Students must strive to produce quality work in or out of the classroom.
Integrity

  • Students are not to cheat or plagiarise in assignments, tests or exams.
  • Students are not to be in possession of mobile phones during tests or exams.
  • Students are to observe fair play during all competitions.
  • Students are to diligently perform all duties assigned to them.
  • Students must uphold the law and report those who break the law.
  • Students are to follow the security procedures of the school and report misdeeds or suspicious behaviour.
  • Students are to report and surrender lost and found items to the General Office so that the owners may claim them.
  • Students must report to the school authorities if they have damaged school equipment or property.
Responsibility

  • Students are to attend school, classes, CCAs and other school activities punctually.
  • Absence from school or any school activity must be substantiated by a valid medical certificate or documented valid reason.
  • Permission to leave school before official holidays, or official dismissal may be granted in special cases. For such cases, parents or legal guardians must write in to the Principal or Vice-Principal at least 2 weeks beforehand.
  • Students must demonstrate a sense of civic mindedness – e.g. queue up, return utensils in the canteen etc.
  • Students must take care of their own belongings and follow established security procedures.
  • Students must not engage in gambling or betting.
  • Students must not vandalise.
  • Students must not waste electricity or water.
  • Students must use school facilities and equipment with proper authorisation and take care of them.
  • Students are to be quiet and orderly and observe proper decorum during school events such as assemblies, celebrations, sports day etc.
  • Students are to stand up and greet the teacher before and after lessons.
  • Students who need to leave a lesson for valid reasons (e.g. going to the toilet, feeling unwell, official duties etc.) must seek the permission of the teacher present and obtain an Exit Pass or submit an Excuse Slip.
  • Students must keep their classrooms neat and tidy at all times.
  • All food and drink, with the exception of plain water, are not to be brought to the classroom.
  • Student’s personal effects (e.g. wallets, mobile phones, books, files) are not to be left in the classroom after curriculum time.
  • Mobile phones must be switched off or in silent mode in school.
  • Mobile phones may only be used in the canteen before 0720hrs, during recess or lunch break and after school.
  • Students must be responsible for the safety of their mobile phones.
  • Use of mobile phones outside of school must not disrupt the activity being conducted.
  • Students are not to take out their mobile phones outside the canteen (e.g. checking of time, charging of phones etc., are not allowed).
  • Students are not to behave intimately with members of the opposite gender.
Respect

  • All students are to be refined in manners and maintain proper decorum at all times.
  • Students are to be obedient to school staff regardless of circumstance.
  • Students are to treat others with care and concern (e.g. no vulgar or crude language, no bullying or causing annoyance or hurt to anyone regardless of circumstance).
  • Students are to greet staff and visitors.
  • Students are to participate in the flag raising and lowering ceremonies with dignity and respect.
  • Students who are Singapore citizens must sing the National Anthem and take the Pledge. Students must recite the Pledge with the right fist placed over the heart.
  • All students are to sing the school song and recite the student creed respectfully.
  • Students are to uphold the reputation of the school and nation. There must not be any defamation (in any form) of the school, staff or any of the nation’s leaders.
  • Students are to wear the prescribed school uniform and modification to the uniform is not allowed.
  • Shirts and blouses must be buttoned up properly and tucked in.
  • Tattered, torn, stained and faded uniforms are not to be worn.
  • Only plain white school shoes and the Xinmin socks are to be worn.
  • Xinmin PE T-shirts and shorts are to be worn for PE lessons. Students are not to be in PE attire on days they do not have PE.
  • House T-shirts can only be worn during House activities.
  • Class T-shirts are only for graduating classes and must be approved by the School Leaders. They may only be worn with proper authorization from the school leaders.
  • Students may report to school in half uniform on days when they have PE before recess but must change into full uniform by the end of recess before going to class.
  • Student may be in half uniform the whole day if their PE lesson is after recess. (Half uniform is defined as PE top and uniform bottom)
  • Students are not to wear jewellery, necklaces, bracelets, ornaments or makeup. Religious items must not be visible.
  • Fingernails are to be short and unpainted.
  • Ear sticks and ear rings or studs are not allowed on boys.
  • Girls may wear one ear stud per earlobe.
  • Piercing of any other part of the body other than the earlobe is not allowed.
  • Tattoos on any part of the body are not allowed.
  • Highlighting or dyeing of hair is not allowed.
  • Coloured contact lenses are not allowed.
  • Male students must be neat in appearance, clean-shaven and no facial hair is allowed.
  • Only girls are allowed to wear hair accessories such as hair bands and clips, which are to be black, dark brown or dark blue.

OFFENCE PROCEDURE CODE PART I

Any pupil who violates the school rules will face consequences that commensurate with the severity, frequency and manner in which the

offence was committed. The 3 categories of offences here define the seriousness of the offence.

OFFENCE PROCUDURE CODE Part II

In meeting out disciplinary consequences for various offences, the school management aims to consider the 3 dimensions of justice listed below. Through this approach, and also by considering mitigating factors, the school will safeguard the principle of fairness.

  1. Commutative Justice governs the relationship between one individual and another.
  2. Distributive Justice governs the relationship between the community as a whole and individuals or smaller groups
  3. Legal or social justice directs the relationship of individuals to the good of the community at large.


Consequences for offences in Category A include warning, suspension from class, detention, demerit points, confiscation and corrective work orders. Confiscation of mobile phones from first time offenders will be for one week inclusive of the SIM cards. Repeat offenders may have their mobile phones confiscated for longer periods determined by school management. In addition, pupils may be required to make appropriate restitution. For attire offences, immediate corrective action will be taken by the school to bring about compliance. These will include cutting of hair, confiscation of unauthorised items or apparel. While undergoing suspension or detention, students may be required to write reflections, essays or a letter of undertaking promising not to commit the offence again and undergo in-house counselling by teachers. Repeat offenders may be issued with a formal warning letter and have their offences upgraded to Category C.



For Category B offences, the measures meted out are similar but more demerit points may be given than those in Category A. In addition, parents may be called in to school to meet with teachers to discuss the student’s behaviour and further disciplinary actions or follow up. Students may also be referred for counselling or any other appropriate programmes deemed fit by the school management. The school may partner with external agencies to organise intervention programmes which the students will be required to participate in.

For Category C offences, over and above the measures described in Category A and B, Category C offences warrant additional demerit points, caning and suspension from school. Students who are suspended from school will not be allowed to re-sit any tests or exams missed as a result of the suspension. Re-admission to school after suspension will be based on the conditions set by the Discipline Committee and School Leaders. In addition, they may be put on probation, during which they may be required to perform community services or responsibility programmes for a period of time. Offences that involve violation of the law may be referred to the Police. Recalcitrant offenders who do not respond positively to the school’s intervention measures may be required to withdraw from school or face expulsion from school.

The school reserves the right to suspend or expel any persistent or serious offender at any juncture.

The school reserves the right to make any amendments to the rules above without prior notice.
